Cost-Sharing Options for the Children's Waiver

The Division of Developmental Disabilities asked Navigant Consulting, Inc. (NCI) to propose methods to support the Legislature and Governor’s Office of Management and Budget interest in a mechanism that requires parents with certain income levels to share in the cost of services for their proposed 1915(c) waiver for children. NCI has reviewed available federal documents, held multiple telephone conversations with the Centers for Medicare and Medicaid Services (CMS) representatives, and spoke with states that are known to have such mechanisms in place.
