To Division of Developmental Disabilities Community Providers:

I would like to remind you that the Department of Human Services Office of the Inspector General's 2010 Rule 50 and Rule 51 trainings are now available on-line through the NetLearning system.  The trainings are in computer-based learning (CBL) formats.  Rule 50 is a required training for all staff at the time of hire and at least every two years thereafter.  Rule 51 training is not required, but provides important information about reporting possible abuse and neglect of adults living in domestic living situations (their own homes, family homes, or unlicensed homes).

The instructions for accessing the OIG-Rule 50 2010 and OIG-Rule 51 CBLs are as follows:  1.  Go to https://netapp.netlearning.com/ncsi/login.aspx?id=292.  Enter your NetLearning Participant ID number in the login box.  If you don't have one, please e-mail Gloria.Heggy@Illinois.gov to be assigned a number. (DHS employees use their employee ID numbers.)  After logging in, you will be directed to the NetLearning Student Interface.  Under "Main" select "Enroll in CBL."  Then use the curriculum filter's pull-down menu and select "OIG Rule 50/51 Curriculum" to find the OIG Rule 50 and 51 CBLs.  After selecting the CBL(s), you can launch the course or wait until later to complete the training.  They will remain in your "CBLs to Do" list until you read through each course and take the test for each.  When you are finished reading through the course, proceed to "Take Test."  Upon successful completion of the test, the course will be added to your transcript. 

The OIG-Rule 50, 2010 course is a condition of employment and does not count toward the 12 hours of continuing education requirement for QSPs.  However, the Rule 51 CBL can be applied toward the QSP continuing education requirement.

We can only offer this on-line class to licensed professionals and QSPs at your agency due to DHS' licensing cap for the number of people who can use the NetLearning system.  In order for non-licensed staff to take advantage of these on-line offerings, you may want to consider having them view the on-line CBL and take the test manually.  This method would require the non-licensed, non QSP staff to access the course via the licensed or QSP staff person's ID number and to take the test manually instead of on-line.  If you choose to use this method, the completed (paper) tests should be retained in the staffs' personnel files.
