Subject: Organizational Announcement

I am pleased to announce that Joe Turner will be taking on the role of Deputy
Director of Community Services effective April 20, 2015.  Joe has served the
Division in a variety of roles and is ideally suited to take on this new responsibility.

Joe joined the Department of Human Services in April 2004 as Center Director at
Fox Developmental Center and provided invaluable assistance to State Operated
Developmental Center (SODC) Operations leadership along the way.  In 2008, the
Division asked Joe to bring his clinical services knowledge and leadership skills to the
Howe Developmental Center following efforts by a team of outside consultants to
restore Medicaid certification.  Despite Joe’s efforts, the State later announced its
plans to close the Center.  In 2010, Joe was appointed Deputy Director of Clinical
Services and has continued to serve in that role while simultaneously overseeing the
Division’s Rebalancing Initiative including the closure of Jacksonville Developmental
Center.  Most recently, Joe has served as the Acting Deputy Director of Quality
Management.  Prior to joining DHS, Joe worked for the Cook County Bureau of
Health Services’ Oak Forest Hospital as senior level administrator and member of the
executive staff.

The search for a permanent head of Quality Management is underway, and the job
will be posted shortly.  Until that position is filled, Joe will continue administrative
oversight of the Bureau of Quality Management and the Bureau of Clinical Services.
Joe and Mary Spriggs-Ploessl will be working together to ensure a smooth transition,
and I know I can count on your full support as well.
