Next week we will meet with Director Casey on the need for flexible day services in the current system.Discussion at the February 2013 The Arc of Illinois Executive Forum Leadership Conference raised important questions regarding the use and flexibility of day services provided by Community Integrated Living Arrangements (CILA) and by the Home-Based Support Services Program (HBSSP).  Both programs are funded by the Illinois DHS/DD Adult Home and Community Based Services (HCBS) Waiver.  Changes to one program often impact the other.

DHS/DD Director Kevin Casey asked The Arc of Illinois to gather information and provide suggestions regarding specific and significant challenges experienced by participants and their families.

The challenges experienced have at their center the inability of the two programs to fund activities in community settings that are not traditional Developmental Training (DT) programs.  DT is used by all or almost all participants receiving CILA services and is an often used option for those receiving services through the HBSSP. Yet DT may not be the choice of many CILA or HBSSP participants.
