After doing the welcome of our Annual Health Care Reform Update, I drove to Chicago for
another 1115 Work Group meeting.
We had an excellent first meeting of the 1115 Intellectual/Developmental Disabilities (IDD)
Work Group on Tuesday. The Work Group is Co-chaired by Director Casey and Mark
Doyle from the Governor’s Office. Of particular interest to our work group’s task is special
systems challenges to the IDD System. We were pleased that Director Romano also joined
us for this meeting.
The Charter of our work group is encouraging and progressive which includes:
Reducing PUNS Waiting
Developing Model Outcome-Based Reimbursement Strategies for the IDD System
Service Enhancements for Persons with Mental Health & Other Conditions Moving
from Institutions to the Community
Customized Employment in Achieving Employment First Outcomes
The I/DD Work Group recommendations must fully support the new CMS Rules on
Community Living.
Today’s meeting focused on reducing the PUNS Waiting List. While the whole discussion
was very engaging those of you involved in service coordination should review the
PowerPoint presentation section on the PUNS Integrity Project.

Today The Arc’s Public Policy Committee meets via webinar to discuss progress on the
1115 Medicaid Transformation Waiver and findings.
This afternoon, I’m back in Chicago, with advocates to meet with representatives from
Health & Human Services staff on Home & Community-Based Services policies and
Access to Health Care for Older Adults & People with Disabilities.
