ISC Performance Contracting Plan
As you are already aware, the Illinois Department of Human Services Division of Developmental Disabilities (DDD) will seek competitive proposals for the Independent Service Coordination (ISC) agencies for FY19. The competitive proposal announcement will be posted as a Notice of Funding Opportunity (NOFO) under the Grant Accountability and Transparency Act. The NOFO will continue the work of the Life Choices Project, which over the last three years has made efforts to improve the quality of care for individuals with developmental disabilities. The agreements that result from the NOFO will expand the focus from grant compliance to achievement of positive outcomes for individuals.
Thank you for submitting comments in response to the public announcement of this project – we have structured the timeline and next steps, as outlined below, with them in mind. We are grateful for your continued participation in this process and hope to continue a transparent dialogue as we move forward.

Agreements pursuant to the NOFO will go into effect on July 1, 2018. Following the NOFO release in Fall 2017, DDD will host a technical session, which will provide an opportunity to ask any proposal-related questions and receive detailed instructions regarding the application and selection process. - Next Steps: Site Visits
DDD is working with Fellows from the Harvard Kennedy School Government Performance Lab (GPL) to understand the current relationships between DDD and the ISCs. These Fellows will visit all current ISC agencies in the coming months to gain a deeper understanding of your day-to-day operations. This process will ensure that any changes to future award structures accurately represent the priorities, challenges, and successes of the ISC agencies in practice, but will have no bearing on the selection of future grantees. You will receive a separate e-mail from the GPL Fellows to arrange the logistics of their visit.Thank you for all your hard work on behalf of individuals with developmental disabilities in Illinois. We hope this process will be an opportunity to strengthen the ongoing relationships you have built with DDD, providers, individuals, and their families.
