Dear Governor Rauner:

As provider associations representing the majority of addiction, mental health
and intellectual/ developmental disability services in Illinois, we have concerns
regarding the status of state-funded services in the event there is no state budget
in place on July 1, 2015.

As you know, our members must make critical business decisions concerning
staffing and payment of bills in the immediate future. To that end, we would greatly
appreciate your staff responding to the following questions by June 26, 2015.

Please communicate with our organizations information concerning your
Administration’s expectations if no budget is in place on July 1. Is it the expectation
of your Administration that providers continue to deliver services in the absence of
contracts for an established period of time and if so would that be paid under the
current FY15 rates/reimbursement levels? OR, should providers cease providing
services on July 1, 2015 if no budget is in place?

Because many of our members provide residential and residential support services
they feel they have a moral obligation to continue services while budget numbers
are being worked on.  In the event a provider voluntarily chooses to continue
services after July 1, is it the intention of the Administration to allow payment for
services which were provided during the time period when there was no budget
and would the current FY15 rates apply for services rendered during this scenario?

We would greatly appreciate and request that a contact person at the Department
of Human Services and the Department of Healthcare and Family Services be
designated who can provide answers to technical questions posed by providers in
the event there is no budget in place on July 1, 2015.
