The Arc just received this memo basically stating if you have a group home with four
individuals and two of them are Ligas Class Members currently the Dept. of Human
Services will only pay for the two Ligas Class Members. This is outrageous!

As you are likely aware, recent orders have been entered in the United States District
Court for the Northern District of Illinois…. Despite the fact that a State budget for Fiscal
Year 2016 has not yet been enacted….
Because there is no budget in place and no appropriation for your organization’s services,
DHS does not have authority under the Illinois Constitution to make payments for services
with the exception of those services that are required by the courts’ Orders in order to
comply with both….
