I have just received the Draft 1115 Waiver Concept Paper from the Office of the Governor.
My first quick read of the “Concept Paper” is that it is mostly about medical transformation not
a social model system of delivery. Some of the paper does include preference for community
services over institutional services but there is little here on developmental disability supports/
services.
I am meeting with the consultants the administration has hired for more detail on the
“Concept Paper,” Friday afternoon. Hopefully more clarification on what this new 1115 waiver
means to the Developmental Disability System.

Attached is the draft 1115 Waiver concept paper. If you are interested in providing ideas that can
help shape the goals and strategies of the waiver, we invite you to submit written recommendations
(no more than 5 pages of double spaced text per organization) to HMPRG at info@hmprg.org, using
the subject line “1115 Waiver”, no later than November 25th. Please organize your comments
around the following categories:

1.    Home and Community Based Infrastructure, Coordination and Choice
2.     Delivery System Transformation
3.    Build Capacity of the Health Care System for Population Health Management
4.    21st Century Health Care Workforce
5.    General Comments

HMPRG will summarize all of the written recommendations for consideration by state leaders and
the HMA staff preparing the application. You do NOT have to be at the November 14th meeting
to submit written comment. There will be a second opportunity for stakeholder response after
the application draft has been developed.
