We learned on Saturday that Jason A. Turner, a former Wisconsin and New
York City welfare administrator will be nominated at the next Secretary of
the Dept. of Human Services following Michelle Saddler. It sounds like TANF
is his area of expertise. Having worked for Governor Tommy Thompson and
Mayor Giuliani.

From his Linkedin page, Jason A. Turner is the Executive Director of the
Secretary’s Innovation Group, a network of state human service secretaries
who favor limited government solutions and the promotion of initiatives for
healthy, economically self-sufficient families.

In addition, he is Principal of Practical Government Solutions, a consulting firm.
Turner served as Mayor Giuliani’s Commissioner of New York City’s Human
Resources Administration for his entire second term, 1998 – 2001.
Before that, Turner served as welfare director for Wisconsin Governor Tommy
Thompson (1993 – 1997), leading the effort to develop a fully work-based
alternative to welfare, known as Wisconsin Works.

Earlier, Turner served as the federal director of Aid to Families with Dependent
Children (AFDC) at the US Department of Health and Human Services during
the first Bush administration, (1989 – 1993).
