Arc and Rauner Transition Committee Releases Report
The Rauner Transition Team released a very vague and transition report on Saturday, “Building A Better Illinois”. There really no specific budget or action goals.
Here is the Developmental Disability section and recommendations on page 38:
Developmentally disabled. Illinois can improve the effectiveness of the care it provides
to the intellectually and developmentally disabled (ID/DD) population in several ways.
Since each ID/DD resident has unique care needs, the state should provide person-
centered assessment when it initiates care to ensure that individuals are receiving the
proper assistance. Where appropriate, the use of community care should be offered
to individuals who express a preference for this treatment option. Traditionally,
employment has been viewed as an outcome of care rather than a fundamental aspect
of care programs. Therefore, the state should seek to increase employment programs
for the ID/DD population.
Later in the report mention is made of reducing the waiting list, the 1115 Waiver and
managed care.
