We had a very productive Executive Forum meeting on Wednesday hosted by Steve Boisse,
Executive Director of PACT, Inc in Lisle.

The Executive Forum meets monthly to discuss important disability issues around community
services/supports. These meetings are for our Executive Director’s, their representative, Arc
Board and Staff. It is a great opportunity for networking. Executive Forum meetings are also
broadcast through Go To Meetings.

I wanted to share with you the handouts and PowerPoint Presentations of each of our
speakers at the Executive Forum. We had five presentations:

  1. “Division of Developmental Disabilities Proposed Budget,” Reta Hoskin and Dan Blair,
    Division of Developmental Disabilities. Reta and Dan gave a summary of the DD
    Proposed Budget and explained Federal Balancing Incentive Program (BIP) which
    incentives transformation of long term care. This amounts to $33.935 million for the DD
    System. Here is a fact sheet on BIP and its implications for the Governor’s proposed state
    budget and DD System.
  2. “Life Choices: New Case Management Project”, presented by Greg Fenton, Deputy
    Director, Division of Developmental Disabilities. The Division of Developmental Disabilities
    is redesigning person centered planning through this new project. It is an investment of
    the Illinois Council on Developmental Disabilities with consultation by the National Assoc. of
    State Directors of Developmental Disability Services. This will also be a presentation at our
    State Convention, April 23-24, Hilton, and Lisle.
  3. “New Federal Rules on Community Based Services,” presented by Maureen Fitzgerald,
    Director, Disability Rights, The Arc of the United States. These new rules are changing the
    face of the provision of community services/supports across the nation. The Arc has also
    written a policy brief on these new rules: “The 2014 Federal Home & Community-Based
    Services Regulation: What You Need to Know.”
  4. “Illinois Legislative Update,” Phil Milsk, Arc Governmental Affairs Consultant.
  5. “Arc Advocacy Update,” Tony Paulauski, Executive Director.

It was a very good meeting with excellent presentations and networking.
