I have revised our testimony and included new fact sheets for the House Appropriations
Human Services Committee hearing today.

We call upon Governor Rauner and the General Assembly to close 6 of the 7 state-
operated institutions by 2020. We should also reinvest those savings into community
services and reduce the waiting list that now amounts to 22,811 children and adults.
