Today I am in Chicago with the National Council on Disability, an independent federal agency
that recommends disability policy to the President, Congress and other federal agencies. I will
be part of this forum on “Medicaid Managed Care: Building Community Systems for Care.”
Background: At least 26 states across the nation, including Illinois, California, Florida, and New
York are rolling out mandatory programs that seek to put billions of public dollars into privately
managed long-term care plans. But pressures of cost containment and profit motive have
revealed hidden pitfalls in the approach. In many cases, care has been denied after needs
grew costlier — including care that people received under previous systems.
Tomorrow I head to the Capitol for our Day in the Capitol on Wednesday and for the
Governor’s Budget Address. Last Friday, the Senate Appropriations Committee held a hearing
on the Dept. of Human Services Budget asking what DHS would do if it has to reduce its’
budget by 20%! As you know, the Income Tax increase is about to expire on January, 2015.
Thursday I’m back in Chicago for the Family Support Network’s Informational Seminar in
Chicago.
