The Capitol was packed today with advocates for early intervention, respite care
and human services! The crowd is estimate as being over 1,000! Well done!

While SB 2046, the Human Services Appropriation Bill,  passed out of the House
Executive Committee, it will not be voted upon in the House. This is no surprise
because a super majority is necessary and with the passing of Rep Golar passage
at this time was unlikely. It can be voted upon on another day.

Rep Harris, Chairperson of the House Human Services Appropriation Committee
did introduce House Bill 4150 which funds early intervention and other important
services.

A good day for advocates.

Illinois House committee OKs $3.8 billion human services

An Illinois House committee has passed a plan to pay for emergency food
assistance, mental health and other services during the state budget stalemate.

The House Executive Committee’s 7-0 vote Thursday sends the $3.8 billion
spending plan to the full House. It’s not known when the House will vote.

The measure also provides $1 billion for lottery payouts. It has already passed the
Senate.

The Democratic-controlled Legislature and Republican Gov. Bruce Rauner have
not agreed on a budget for the fiscal year that started July 1. But federal court
orders require billions of dollars to be paid for service programs.

Republican Rep. Michael Tryon of suburban Crystal Lake questioned passing the
bill when the state lacks money to pay for it. Rauner has indicated he’ll veto it.
