This forum will explore whether or not managed care might be able to improve services
for people with developmental disabilities and how we can ensure patient protections in
these emerging systems. Representatives from Illinois service providers, health plans,
consumer advocates, and health and disability researchers will present their
perspectives in dialogue with each other.

Is managed care an appropriate model for delivering services to people with
developmental disabilities? If not, what is better and why?
Are techniques for coordinating clinical, social, and long-term services and
supports for other populations replicable for people with developmental
disabilities?
What are the gaps and failures in the current system that reform, whether through
managed care or not, would seek to redress?
