We lost a great advocate for people with disabilities yesterday. Judy Barr Topinka was a
strong supporter of community services for people with disabilities.
In her position at Comptroller, she made sure disability services were at the top of
getting paid. For this we honored her with a special award.
We also had interesting talks with her about rebalancing. She certainly was a force
in Illinois and will be missed.
