The Guardianship and Advocacy Commission is an agency that advocates for the rights of individuals with disabilities. The agency advocates through four programs; Office of State Guardian, which are guardians of last resort for adults in Illinois; Legal Advocacy Services, which provide legal representation for individuals receiving mental health services; the Human Rights Authority, which investigates rights violations committed by individuals with disabilities; and the Special Education Initiative, which is a collaboration between Human Rights Authority and Legal Advocacy Services to provide assistance in navigating special education services.

The IL Early Intervention Clearinghouse identifies and collects research-based and best-practice information to share with families and professionals. There are two main collections: 1.) Illinois Partners for Adults with Complex Disabilities (IPACD) is a grassroots, family-led organization dedicated to advancing sustainable, person-centered community living options for adults with complex medical, physical, and behavioral support needs. IPACD is spearheading HB5605 – the Community Supported Living Arrangement Services Act, legislation that would establish a defined 24-hour in-home Community Supported Living (CSL-24) service within Illinois’ existing Adults with Developmental Disabilities Medicaid waiver. CSL-24 is designed for adults who require continuous around-the-clock support and creates a much needed in-home option that families and individuals with complex needs are actively seeking.
